Case study background
We provided test management and technical testing services to Arqiva, who were appointed as the organisation responsible for delivering and operating a new smart communications network for Scotland and northern England.
Key challenges
The diversity of hardware and software involved in testing was complex – our team needed to confirm that strict technical standards were being followed across devices to guarantee reliable data exchange, irrespective of the suppliers, manufacturers, meter models, and firmware versions involved.
Network reliability issues
Initially there were reliability concerns with the communication network, leading to interruptions in data transmission between meters and central systems as well as delays in information processing. Our assurance activities helped to fault-find and analyse the root cause of these issues to help improve stability over time.

Solution approach and outcome
Progressive integration and acceptance
Our specialists conducted user integration testing – a unique blend of integration and acceptance testing – against the smart metering design standards (GBCS and DUIS) to assure the fitness-for-purpose of devices including communications hubs, smart meters and in-home displays. The testing strategy planned and executed by our team prevented defects from reaching production systems and avoided a downstream impact on customers.
Paving the way for a flexible energy market
As of early 2025, over 33 million smart meters have been installed across the UK, giving consumers benefits like real‑time energy usage data and removing the need for estimated bills. The SMIP has also facilitated the production of new data, including time-of-use information and half‑hourly readings, which in turn incentivises energy use at quieter times and reduces peak demand on the national grid.
