Public Sector Case Study

PSGA Programme, Ordnance Survey

Building a modernised approach to store and access Great Britain’s authoritative mapping data.

Read about how we delivered Ordnance Survey’s National Geographic Database, a new centralised store of mapping data across Great Britain, successfully and on time.

Case study background

The Public Sector Geospatial Agreement (PSGA) Programme is a ten-year, £1bn joint venture between the Geospatial Commission, part of the UK Government Digital Service, and Ordnance Survey, Britain’s mapping agency. The PSGA forms part of the key fulfilments set out in the UK Geospatial Strategy 2030, enabling public sector organisations, emergency services, and licensed partners to securely, quickly and easily access and share Britain’s authoritative mapping data – including buildings, transport, structures, land, and more – via APIs and downloads.

Our team worked with Ordnance Survey in a delivery management capacity for two years to assure the successful launch of several key milestones and products within the PSGA Programme, including the OS Data Hub online portal and the OS Select & Build ‘data pick and mix’ service.

Key challenges

Integration complexity
At the outset of the Programme, the front-end and back-end components of the solution were being built separately. Our team established an end-to-end Agile process that spanned across the IT Delivery function to provide a holistic and consistent approach to delivery.

Immovable deadlines
With the delivery roadmap & timelines set by the Programme sponsor, and external communications already published to the market, our management experience was crucial to ensure an on-time and in-budget delivery was achieved – without compromising on quality.

"The efficiencies they brought to the team made these Key Delivery Milestones a roaring success."

Head of Delivery Management

Solution approach and outcome

We delivered on time and on budget

We ensured the programme remained on track against a backdrop of challenging deadlines, and within projected cost figures too. Backed up by our expertise in managing people, projects, infrastructure and budgets, our ability to deliver on time and on budget without compromising on quality is underpinned by our years of experience as well as our strengths in budget forecasting, problem-solving, leadership, effective communication and critical thinking.

We prevented defects from reaching customers

We established a new end-to-end pre-production assurance capability, introducing new quality controls and standards such as automation, performance benchmarking, UAT and release management activities across the IT function as well as with external customers, sponsors, and partners. This allowed risks and issues to be clearly identified, managed and resolved before go-live milestones were reached, thus saving the time and cost of rectifying these later.
